What is Provincial Nominee Program (PNP)?

The Provincial Nominee Program (PNP) is an immigration route that enables Canadian provinces and territories to choose skilled workers, entrepreneurs, and graduates aiming to reside and work in a particular province. This program offers a path to permanent residency for individuals who fulfill the labor market demands of the province.

How the PNP Works

Each province (except Quebec, which has its own immigration system) runs its own PNP with different criteria based on local economic and labor market needs. Most PNPs have:

  1. Express Entry-Linked Streams:

    • Candidates with a valid Express Entry profile may receive a provincial nomination, adding 600 points to their Comprehensive Ranking System (CRS) score, ensuring permanent residence invitation.

  2. Non-Express Entry Streams:

    • Candidates apply directly to a province. If nominated, they apply for permanent residence through IRCC.

Eligibility Requirements (General)

Each province has different criteria, but common requirements include:

  • Work Experience in an In-Demand Occupation – Candidates must have skills that match provincial labor market needs.

  • Job Offer (in some streams) – Some PNPs require a valid job offer from a local employer.

  • Education Credentials – Candidates may need to prove education equivalent to Canadian standards.

  • Language Proficiency – Minimum CLB 4-7 in English or French, depending on the program.

  • Intent to Live in the Province – Applicants must show a strong intention to reside in the nominating province.

  • Sufficient Settlement Funds – Proof of financial stability to support oneself and dependents.

  • Ontario Immigrant Nominee Program (OINP) – Targets skilled workers, French speakers, and entrepreneurs.

  • British Columbia Provincial Nominee Program (BC PNP) – Prioritizes tech workers, healthcare professionals, and international graduates.

  • Alberta Advantage Immigration Program (AAIP) – Focuses on Express Entry candidates with Alberta ties.

  • Manitoba Provincial Nominee Program (MPNP) – Welcomes skilled workers with family connections in Manitoba.

  • Saskatchewan Immigrant Nominee Program (SINP) – Accepts workers in in-demand occupations without needing a job offer.

Application Process

  • Apply for a provincial nomination (via Express Entry or non-Express Entry streams).

  • If nominated, receive 600 CRS points (if Express Entry-linked).

  • Submit a permanent residence application to IRCC.

  • Get PR status and move to the province.
